This is some kind of games compendium produced in Spain during the 1990s by "Gráficas Santa Elena" (or at least they printed it). I do not have the box, but there are some different games which I found inside another Spanish games compendium.
One of them (board nr. 13) is a simple cycling race. I do not have the rules either.
